The Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA) is a national regulatory body responsible for ensuring the safety and quality of agricultural inputs, food products, and market practices in Rwanda. It was established to protect consumers and promote fair competition.
RICA inspects and certifies seeds, fertilizers, pesticides, veterinary drugs, and animal feed to ensure they meet required standards. It also oversees labeling, packaging, and advertising of products to protect consumer rights.
In addition to agricultural oversight, RICA enforces food safety measures and monitors plant and animal health to prevent disease and promote public health.
RICA collaborates with institutions like MINAGRI, RAB, and regional partners such as COMESA to support regulatory harmonization and agricultural development. Its headquarters are located in Kigali.
